JACINTHA FAGAN IS MISS DOMINICA 2011 Twenty-three (23)-year old Jacintha Fagan, Miss NCCU, is Miss Dominica 2011. She won the title on March 4 after performing consistently in all four rounds of the pageant.  Congratulations Jacintha! You have made NCCU proud.
